CIMS TERMS OF USE/User Agreement

 

  1. The CFC/CPC is committed to protecting the privacy of its members, donors, and supporters. To this end, the Party complies with all legal obligations pertaining to the collection, use, and distribution of election/political data. All CIMS users must be properly authorized and trained before accessing CIMS information. They are under a duty of care to protect the information from misuse, abuse, and/or unauthorized access/use. Access to CIMS is a privilege, which can be revoked at any time and for any reason by CFC/CPC.

 

  1. CIMS and the data contained within it are strategic, political, financial, and an information technology asset owned exclusively by the CFC/CPC. CIMS development, data updates, and regular use are subject to reasonable safeguards to protect the system/data from authorized use/misuse.

 

  1. An authorized user is someone who has completed a CIMS application, completed training, and possesses the necessary approvals to gain CIMS access to a specific user level for a specific length of time. Authorized users will only receive access to information for which they have a reasonable need or purpose.

 

  1. Users are warned that data access, use, and related data queries, data printouts, and data exports are tracked for reasons of security and to ensure proper use of information. All CIMS use is monitored and audited.

 

  1. The use of CIMS/data is only authorized for the following purposes: communicating with electors, including using information for soliciting contributions and recruiting party members.  All other uses of this system/data, whether commercial, personal or otherwise, and whether for gain or not, are strictly prohibited. Some of the data is voters’ list information, and it is an offence to use voters’ lists except for purposes described in section 110 of the Canada Elections Act.  Unauthorized use of CIMS/data may also result in other criminal and/or civil action, and/or temporary or permanent loss of privileges, and/or other appropriate action as warranted by the circumstances.

 

  1. Developers and users are held to a strict duty of confidentiality. Information gained from CIMS/data must not be disclosed to any non-authorized persons.

 

  1. Information about the CIMS system itself and its capabilities are confidential and cannot be revealed to any third parties without the written permission of the Executive Director.

 

  1. Breaches of the Terms of Use agreement and the general misuse or abuse of the system and its data may expose the user to prosecution.  In addition, they have the potential to cause tremendous financial, reputation and other harm to CFC/CPC and its representatives.

 

  1. It is a condition of access to CIMS that users fully comply with the Terms of Use/Agreement and act in the best interests of the Party at all times.

 

  1. All privacy issues related to CIMS access and use, and any questions that arise during such access and use, must be referred to the Chief Privacy Officer and/or Executive Director. Further information is available at http://www.conservative.ca/privacy-policy/.

 

  1. ALL BREACHES WHETHER INTENTIONAL OR NON-INTENTIONAL MUST BE REPORTED TO:  the Privacy Officer AT 613-755-2575 AS SOON AS THEY HAPPEN OR AS SOON AS THEY BECOME KNOWN.
